The City of Johannesburg General Valuation Roll for 2023


On 15 February 2023, the City of Johannesburg published the General Valuation Roll for 2023, despite the name only referring to the year 2023 the Roll mentioned above has been issued for the term of 2023 to 2027. All properties listed on the Roll will carry the new valuation assigned from 1 July 2023 to 2027 when a new Roll is due to be published.


The 2023 Roll is only the 4th General Valuation published under the Local Government under the Municipal Property Act and contains 934 652 properties with a total value of R1.5 trillion. Generally (according to the City of Johannesburg), the average property value increased by 12% from 2018 when the last Roll was published. In order to view the roll of properties for valuation, you are able to view the list of properties at selected public inspection venues across Johannesburg or online at: https://objections.joburg.org.za/Objection/PropertyIndex. This system will allow you as a property owner to:

  1. Register their profiles

  2. Inspect the roll

  3. Check their property details

  4. Upload documents and object to the most recent valuation of their property.

If you are an owner and wish to object to the valuation of their property, you are able to do so until the 31st of March 2023 at 3 pm at any of the selected venues for objections or online at www.joburg.org.za. An objection should include:

  1. Market evidence

  2. Details of the property

  3. Number of bedrooms and bathrooms

  4. Improvements made to the property

  5. Age of the improvements

  6. Adverse conditions may affect the value of the property.

  7. Building size

  8. Building type

  9. Any other information that is relevant to affecting the value of the property.

It is important to note that the value that appears on the Roll is the valuation that was completed as of 1st July 2022 and the rates and taxes billing for the new valuation of the property will commence on the 1st of July 2023
